Sunset Park and Recreation Foundation 28073 has failed in their duty of care to protect elderly and disabled and vulnerable people from the Sexual, Violent, and Verbal harassment by Meals on Wheels nutrition co-ordinator Christopher Guest Duffy dob 7/19/70 who has continued to sexually harass client family members as recently as the present year.
Initial reports of his sexual harassment and violent assault were met with attempts to suppress this information from the public.
The nonprofit charitable organization member Skyler Archibald, also the executive director of SEPRD district, has known about the assault since february 2018, and failed to form a comprehensive plan to enforce civil rights, ADA, HIPAA, and equality of access, endangering new victims thereby. Ongoing recent discrimination include sexual harassment of a client’s caregiving daughter, which endangers her source of food. Some seniors have stopped attending to avoid personal harassment, or have cancelled Meals On Wheels to avoid being endangered. The Foundation has a duty not to misrepresent violent sexual offenders as safe for the community. Charitable donors are not being fully informed about ongoing Meals On Wheels Adult Protection Investigation, police investigation, court testimony about the offenses, and there is not streamlined victim-friendly service for intaking complaints about this harasser or other harassers in the employ of the district.
The Foundation should lose its charitable exemption status if it is determined to be concealing violent crimes from the public, intimidating witnesses, or harassing witnesses from coming forward with the abuse. The misuse of the governmental organization for private gain should be investigated as a breach of public trust. Concealing the sexual assault against a potential volunteer from the DOJ and the public has been a point of public corruption, as it would impact the Foundation’s fundraising goals. Victims should not be made to feel uncomfortable.

Harassment of victim has included threatening letters from a lawyer claiming to work for SEPRD, harassing phone calls, harassing attorney hired by assailant to gain personal info about me, intimidation of me from coming forward by the attacker and his friends, verbal discouragement from skyler archibald who alleges my presence as a victim makes the assailant employee uncomfortable.
an elderly woman was harassed with offensive gestures, another was pushed in violence, and elderly veteran man has been repeatedly harassed.

i began to feel more at ease when NWSDS shaysee may and tanya dehart became involved. something in their voice let me know they understood the pain.
please address the way the gendered handling of complaints of this nature could be VERY traumatizing to victims.
please consider my observations in your future handling of complaints.
consider finding ways to make victims feel comfortable to come forward that is culturally sensitive, including regarding the difficulty of speaking to men about sexual assault.
male sexual abuse victims or GLBT may feel more comfortable in settings sensitive to their needs.why can this not be a part of how you handle this type of case?

7/6/18: Adult Protection must ensure they are safe, and I as well, as i have federal disability protection, which i believe Duffy sought to exploit.
His assault happened in HUD housing in a Disability building, around seniors and disabled adults, including blind people, hearing impaired people, and people with severe conditions.
I have let NOHA and HUD know as i see a conflict, in a county or city or parks employee, violating the rights of a protected class in a federal building.
HUD released me on a Violence Against Women Act release clause from my lease.
i was so worried about his behavior, i escorted him out, and up the hill home, to discuss what he had done, to see if more abuse was likely, and to get him away from the seniors i was worried he might lurk in the halls, and hurt the old ladies, or break in to my apartment if i did not make sure he was out.
he begged to come in, by trickery, and completely tried to manipulate me into thinking we were friends, and would work on projects, political, creative, etc.
Duffy had no respect for my status as a survivor of extreme stalking and homicidal violence, he was aware of physical injuries that impacted my ability to fight him off, he chose to predate on me, in the former hospital now HUD housing, where i sought sanctuary after testifying about the violent assault i experienced only a year b4.
He invaded my privacy. He disrespected every reason i gave him to stop coming on to me, such that i exhausted my list of reasons, and feel like he extracted personal info from me, only to exploit my vulnerabilities.

he has kicked out a hearing disabled senior from senior meals, due to his needing his wife to speak loudly. (ADA violation). speak to redacted for confirmation.
He has denied food to spouses of seniors, and forced them to go hungry while their partner eats.
i witnessed chris duffy engage in an excessively long hug with a senior female age 70 at his work. she may not find it inappropriate, but in the context of his previous attack, i did.

i witnessed inappropriate flirting with a co-worker.
he broke my best friend’s heart by leading her on. 
his girlfriend was suicidal (possibly bc of abuse???) and she kicked him out at the time of his attack on me.
he admitted to me shouting at his girlfriend, multiple DUI’s, trying to buy drugs.
He is also supposed to be a Mandatory Reporter of abuse, as a care worker for the aged. So how can he engage in #NonConsensualWrestling with no waiver of liability, no agreement, etc.

I can assure you, that the force he used to pin me down, was sudden and aggressive, against my will, painful, and frightening, and of a sexual nature, domineering and cruel.
It is terrible to think there are other victims out there.
i have never wrestled, we are not the same size, gender, weight, and i do not think any boy should be allowed to go to kindergarten, if he thinks he can … act like Chris Duffy.

The excessive groping, and my attempts to curtail it i realize was in an atmosphere of fear and disbelief. he did not respect my consent or my boundaries.
The gropes alone would be definitely sexual harassment, misplaced, unwanted, extracted by coercion, cornering me, violating my personal space, and quid pro quo offer of the Coast radio gig and travel and offers to room-mate with me, which i found invasive.
I trusted him as a social worker, educated person, and due to his progressive facade.
i was afraid of him the moment he started talking herpes.
when he asked to take me on a trip, i began fearing him, that his delusions were running away with him.  i would be scared to travel with him, even in a car in this county.  when he suddenly got violent, i feared rape.
i am concerned that he did this sudden violence on me, to have some fantasy in his mind, due to my rejecting his advances while trying to preserve the friendship.
i have no idea if the justice system wants to work with this.  feel free to call them if you want to see what they are willing to tell you. in the state of California where i took paralegal classes, the laws have progressively positioned the burden on the system, instead of the victim.  victims frequently protect abusers, out of fear, shame, embarrassment, the excessive shock and turmoil which ensues, and the grooming that causes you to think your abuser is your friend.

My partner suffered an extreme breakdown over this, and there is no way to fix things that are broken.
If i were Chris Duffy, i would turn myself in to authorities,  ask for a plea deal. he could explain in greater detail his motive and where he positioned his hands, and pinned my legs against my will, how long he held me down, and why he released me.
there was nothing “playful” about it. his face was cruel, mean, sinister when he did it, delighting in seeing me squirm and seeing my despair that my arms and legs were restricted.
maybe he likes the fact he scared me.  maybe that excites him.
I believe it is APS’s obligation to report criminal activity to police, due to their status as Mandatory Reporters of Abuse.
Perhaps why i find this euphemistic admission of “tussling” and “wrestling” women so offensive, is i have first hand experience of how violent he got with ZERO consent.
I worry who else these other women are he “wrestles” and if they will come forward with similar abuse. maybe never.
If the authorities see what i see, then maybe they want to prosecute it?

2017 christopher guest duffy offered me work at coast radio and potentially bob chisholm center. He then harassed me about his herpes sexually transmitted infection which frightened me and groped my breast against my will after a series of uncomfortable and unwanted attempts to sexually harass and corner me and put his arm around me over my verbal objections. when i tried to stop his putting his hand in my waist band to prevent his molesting my genitals, and told him he was reminding me of other abusers, he slammed my body quickly into a slumping position on a couch, throwing my neck with such violence it re-injured the 2016 neck whiplash injury. he crushed my ribs under his weight, removed my hands from a defensive protective position in front of my face, pinned my forearms down causing bruising on my right arm, and pinning my thighs down under his weight. as i strained to free my arms and then legs he gloated with a sinister glee at having overpowered me as he rubbed his penis on my left thigh nonconsensually through his clothes and against my will. i struggled to break free. he forced me to peck him with a coerced and disgusted dry mouth —lips sucked in–in fear and under complete four-point pin down, as i anticipated this becoming a full penetrative rape/murder with which i would be forced to comply to increase my chances of survival.

this grimacing on my part may have scared him into releasing me as i struggled to break free.
maybe he realized he didn’t want to go any further in terms of attemted rape, sexual assault and pin-down.

his face looked baffled and evasive as i confronted him and got him away from the elderly women neighbors i was worried he may also attack sexually.

christopher guest duffy repeatedly defamed me by suggesting he was on a “date” with me, “dating” me or in a “relationship” in his interactions with third parties and authorities. this is a lie he concocted to gain “marital rape immunity” or “marital rape privilege” normalization of sexual violence against partners.

this is not okay, anyway for actual people to assault each other in any conext.

it is especially disgusting that christopher duffy did this to me, due to the humilating fact of my non-attraction to him

it would be like if the ugliest boy in school is repeatedly telling people he is dating you.
he was SO UGLY to me that the first time i met him with brenda i had to look away from his face as i knew i would have a hard time containing my disgust at his looks.

the fact that he was somewhat smart to speak to, caused me to allow brenda to keep him in our social gambit.

for whatever DELUSIONAL reason, he suddenly got a crush on me.
I was worried for my safety.

i did not think he would assault.

Duffy knows full well i was not available and that the event was a group outing with brenda harper, which he prefers to mischaracterize as a “date” due to his begging to walk me home and have a cup of tea.

i confronted him about what he was doing to Brenda and Kim. He tried to make me his next victim.

Additionally, when i had an anti-stalking protective order on Duffy, he hired attorney chris palmer to try to further invade my privacy by obtaining my personal records to find an alibi for pinning me down in a rape pose.
Palmer’s disgusting innuendo and insinuations to me, demonstrative a willful ignorance of the facts of the case, and were enacted in bad faith to FURTHER truamatize me.
I have reported this attorney misconduct to the Oregon State Bar.

this additional aspect of Duffy’s unwanted privacy invasion, physical assault, attempt to breach my privacy and personal safety, or try to find reasons to humiliate me to justify his unjustifiable violence to me—-causes me additional concern, that he is a very dishonest person, who will use nefarious methods, including sleazy legal intimidation tactics to bully a witness of his violence into silence.

This is not the type of character that is desirable in a mandatory reporter position.
This is not the type of character that is desirable with contact with the elderly or disabled.

Going on the attack-mode against a person who complains of assault adds additional injury, and will dissuade people from coming forward to achieve accountability and safety.

the assault was terrible. i would have respected it a lot more if he showed up to court promptly and explained, apologized, and took responsibility for his actions.
Instead he tried to drag to the legal proceeding out to weaken and delay and traumatize his victim, subjecting me to a battery of disgusting harassment by his attorney to intimidate, humiliate, victim-blame and retraumatize me, as duffy panicked knowing he had already self-incriminatd to police and adult-protection, trying to downplay the severity of the rapey pin down hold by calling it “wrestling” and “tussling” which he intitiated on my person. He is six foot six to my five 4 and a half.

i DO NOT feel safe at the community center.

i continue to be very concerned that his policy of attacking women, and bullying them into silence, and blaming them for his violence, makes him a very likely legal liability to SEPRD and NWSDS. If additional acts of violence occur at his hands, or are covered up with his cover-up methods, i suggest the betrayal of public trust will inhere.
My complete debriefing of authorities has been done in good faith to prevent future attacks of this kind. his mishandling of the investigation and attempts to mislead authorities, minimize, deflect, blame the victim, etc, indicate that he can NEVER be trusted to take sexual harassment or sexual violence crimes seriously.
He will always cover for the abuser, and if other sexual harassment or assault is going on, he cannot be expected to act in good faith.

His assault of a senior female on SEPRD property was followed up with similar cover-up strategy to make the victim feel unwelcome and discriminated against. intimidated.

when i broke free: i said: BUT I TRUST YOU, and escorted him off the property of elderly and disabled residents.
due to his work for seaside, oregon’s meals on wheels program at Bob Chisholm Center at the Sunset Empire Park and Recreation District, i did not think he would be violent or dangerous. Despite my attempts to alert the public, his funding for his program at Northwest Senior and Disability Services and through Oregon State Department of Human Services is not mandating that this history of violent assault makes him an inappropriate person to have contact with the elderly and disabled.
while i can admit it is shocking that my attempts to whistleblow his assault have yielded very little pro-active leadership to ensure the safety of the public, he has hired at least two lawyers to protect himself from civil and criminal liability. He has attempted to provide a a Civil No Contact Order to assure me i will not be assaulted again by him.
